Driveways and interlock projects are among the most popular exterior upgrades in the GTA. This guide covers material options, stormwater management obligations, base construction requirements, and 2026 contractor cost ranges.
Permit Requirements
Most driveway resurfacing does not require a building permit. However, widening in the front yard is subject to zoning bylaw lot coverage limits — in Toronto, maximum 50% of front yard can be hard surface.
Stormwater: Ontario municipalities increasingly require driveway projects to demonstrate no net increase in runoff. Permeable interlock systems are preferred or required for larger areas in many GTA municipalities.
Material Options and Costs (GTA 2026)
- Asphalt: $8-$14/sq ft installed. 15-25 year lifespan with regular sealing.
- Concrete: $12-$20/sq ft installed. 30+ year lifespan. Stamped or exposed aggregate adds $3-$6/sq ft.
- Standard concrete interlock: $18-$28/sq ft installed. Individual pavers are replaceable.
- Premium interlock (natural stone, large-format): $30-$60/sq ft installed.
- Permeable interlock: $22-$35/sq ft. Allows water infiltration into base.
Proper Base Construction for Ontario Climate
Critical in Ontario freeze-thaw conditions. Minimum base: 150mm compacted granular A (standard driveways), 200-300mm for heavy vehicles. Geotextile fabric below base. Bedding sand: 25-40mm washed concrete sand (not stone dust, which retains moisture and promotes heaving).
Improper base is the single leading cause of interlock settling in the GTA. Always verify contractor base specs in writing before signing.
