Durham Region — Ajax, Pickering, Whitby, Oshawa — has become a significant GTA renovation market as eastward population movement accelerates. Sharing what I’ve learned from our own Pickering renovation and the broader community.
What Makes Durham Different
- Region of Durham building permit system (separate from Toronto and York)
- Generally faster permit processing than Toronto — many homeowners report 2–3 week turnaround
- More affordable contractor rates than Toronto, though the gap has narrowed
- Housing stock skews 1980s–2000s (newer than Toronto’s inner core)
- Larger lots than comparable Toronto properties
Durham Region Building Permits
Each municipality within Durham has its own building department:
- Town of Ajax: ajax.ca/building
- City of Pickering: pickering.ca/building
- Town of Whitby: whitby.ca
- City of Oshawa: oshawa.ca
All follow the Ontario Building Code but have their own fee schedules and timelines.
Our Pickering Project
We did a full main floor renovation on our 1995 two-storey detached. Open kitchen, new flooring throughout, updated powder room.
Cost: $74,000 including permit, design, and all trades.
Comparable project in North York would have been $85,000–$95,000 based on quotes we got from Toronto-based contractors.
Contractor Availability
Durham contractors are slightly less constrained than Toronto — 4–8 week booking lead vs. 3–6 months for premium Toronto crews. Quality varies, so vetting still matters.
