Requires a permit in all Ontario municipalities.
Key code requirements:
- Insulation to current OBC standards (minimum R-20 walls, R-40 ceiling for heated space)
- Vapour barrier on all exterior walls
- Damp-proofing / moisture barrier on concrete slab
- Electrical upgrade to habitable space standard
- Egress window in any bedroom created
Cost: $45,000-$100,000 for full conversion to quality living space.
Zoning Caution: The Parking Rule
Many GTA municipalities require minimum on-site parking per dwelling unit. Converting your only attached garage to living space may violate parking requirements. Check zoning BEFORE planning.
Some areas permit conversion if a parking pad remains. Others require Committee of Adjustment variance. This is the most common regulatory surprise in garage conversion projects.

Permit required in most Ontario municipalities if over 55 sq m.
Costs (installed, basic):

Value Reality
