Ontario Flat Roof Replacement and Repair Guide 2026
Flat roofs are common on Toronto row houses, commercial properties, and additions. Ontario’s freeze-thaw cycle makes maintenance critical. Here is what you need to know.
Flat Roof Systems Compared
| System | Lifespan | Cost per Sq Ft |
|---|---|---|
| Modified bitumen (2-ply) | 15-25 yr | $8-15 |
| TPO single-ply | 20-30 yr | $9-16 |
| EPDM single-ply | 20-30 yr | $8-14 |
| Built-up roofing (BUR) | 20-30 yr | $10-18 |
| Green/vegetative roof | 30+ yr | $20-50+ |
Most common in GTA residential: Modified bitumen (SBS rubber-modified asphalt).
Drainage is the Critical Factor
Flat roofs require minimum 1:50 (2%) slope to internal drains or scuppers. Ponding water (standing 48+ hours after rain) accelerates membrane deterioration and violates OBC. Solutions: tapered insulation (crickets), additional drains, or saddles.
Where Failures Originate
90% of flat roof failures are at flashings, not field membrane:
- Parapet cap flashing (metal coping or membrane over parapet)
- Base flashing (minimum 200mm above roof surface)
- Penetration flashings (drains, vents, HVAC equipment)
Inspect and recaulk all penetrations annually.
Ontario Building Code
Building permit required for flat roof replacement. Recover (new over old) limited to one layer — second recover requires full tear-off. Minimum insulation: R-31 effective.
Cost Guide (1,000 sq ft)
| Scope | Cost |
|---|---|
| Modified bitumen 2-ply | $8,000-15,000 |
| TPO with rigid insulation | $9,000-16,000 |
| Full tear-off + insulation upgrade | Add $2,000-5,000 |
| Annual maintenance and inspection | $400-800 |
