How to Frame a Basement in Ontario: Code-Compliant Step-by-Step

Basement framing is the first major step in finishing a basement — and the decisions made during framing affect insulation, electrical, plumbing, and everything that follows. Getting it right at framing stage is dramatically cheaper than fixing it after drywall.

Ontario Building Code Requirements for Basement Framing

Under OBC Part 9, finished basement spaces must meet:

  • Minimum 1.95m (6’5") clear ceiling height in principal rooms
  • Minimum ceiling height of 1.85m (6’1") in corridors and bathrooms
  • Minimum window area (natural light): Bedrooms require openable windows meeting egress requirements

Step 1: Assess and Prepare the Space

Before framing, address:

  • Waterproofing any active leaks (frame nothing over a wet wall)
  • Mechanical rough-in decisions (where will plumbing, HVAC, electrical run?)
  • Vapour barrier decision (part of insulation strategy)

Step 2: Sole Plate and Framing Strategy

Wall placement: Typically, basement walls are furred out 1.5–3" from the foundation wall, creating space for insulation and drainage board.

Two approaches:

  1. Frame against rigid insulation: Install 2" XPS rigid foam against foundation wall, then frame 2x4 wall directly against (or close to) the foam. Total assembly R-value: R-10 (foam) + R-14 (batt in 2x4 cavity) = R-24.

  2. Frame freestanding: 2x4 wall 3.5" from foundation wall with full batt insulation. Simpler framing, larger insulation cavity. Vapour retarder required on warm side.

OBC vapour barrier requirement: A vapour barrier (6-mil poly) must be installed on the warm-in-winter side of the insulation.

Step 3: Sole Plate Installation

Critical: Use pressure-treated lumber for the sole plate. The sole plate sits on concrete — moisture wicking will rot untreated lumber within years. Code requires PT lumber within 200mm of concrete.

Fasten with concrete screws (Tapcon) at 600mm intervals.

Step 4: Layout and Stud Spacing

Standard 16" on centre for stud spacing. Mark layout on sole plate and top plate before raising walls.

Doors: Rough opening = door width + 2" (frame + clearance). For a 32" door, rough opening is 34" wide.

Headers over openings: Non-load-bearing basement walls still require headers over openings to prevent door racking. Doubled 2x4 is minimum; 2x6 or LVL for wider openings.

Step 5: Inspection Before Drywall

In Ontario, rough-in inspection must occur BEFORE insulation and drywall are installed. The inspector will check: framing, rough plumbing, rough electrical, and vapour barrier.

Do not dryywall before your rough-in inspection passes.
