What Heritage Designation Means
Municipal heritage designation under the Ontario Heritage Act restricts certain exterior alterations. The designation protects the heritage attributes of the property, which are documented in the designation bylaw.
Heritage Conservation District (HCD) designation covers entire streets or neighbourhoods. Properties within an HCD may require Heritage Permits for changes even without individual designation.
What Requires a Heritage Permit
- Changes to designated heritage attributes (facades, windows, rooflines, original materials)
- Demolition of any part of a designated structure
- Additions visible from the street
- Changes to features specifically cited in the designation document
What Doesn’t Require a Heritage Permit
- Interior renovations (kitchens, bathrooms, systems)
- Maintenance and repair using like-for-like materials
- Changes to non-heritage attributes

Every Ontario municipality with heritage properties has a Heritage Planner. Early consultation — before hiring a contractor — saves significant time and cost. Heritage Planners can advise on what’s approvable and what design standards apply.
The Cost Premium
Heritage-compliant renovation typically costs 15–30% more than standard residential work:
- Windows: Custom heritage-profile wood or aluminum-clad windows vs. standard vinyl ($800–$2,500 per window premium)
- Masonry: Lime mortar repointing vs. standard Portland cement ($5–$12/sq ft premium)
- Millwork: Custom profile matching vs. standard profiles (significant premium for large areas)
Finding Heritage-Experienced Contractors
