Starting a renovation in Ontario without a proper pre-project checklist is one of the most common ways GTA homeowners end up over budget and over schedule. This complete checklist covers every step before you break ground.

This is a strong checklist. A few additions for anyone starting a project in spring 2026, because two things have shifted in the last 90 days that change the math on Phase 1 and Phase 2.

On budget contingency. The 15 to 20% rule was correct for 2024. For pre-1960 GTA homes, push that to 20 to 25% in 2026. Tariff-driven price movement on lumber, steel, and a chunk of finish goods is now in the 10 to 60% range depending on category, with lumber tracking 25% higher by mid-year. If your scope includes any framing, decking, or structural rework, a quote that is more than 60 days old is almost certainly stale.

On permits. Two things every applicant in Ontario should know going into a 2026 application. First, as of February 16, 2026, applications must use the updated Application for a Permit to Construct or Demolish form. Older versions get returned. Second, Toronto residential alteration fees are now calculated at roughly $8 per square metre with a $290 minimum, so plan that line item against your scope drawing area, not your usable square footage. The two numbers are not the same and homeowners get caught.

Last note on Phase 3. WSIB clearance and a current liability cert in your name are mandatory minimums, not nice-to-haves. Anyone who pushes back on producing them is filtering themselves out of the shortlist for you.
