Pre-1980 Ontario homes frequently contain lead paint and asbestos-containing materials (ACM). Renovation work that disturbs these materials without proper precautions creates serious health hazards and legal liability under Ontario law.

Lead Paint

Lead paint was used in Ontario residential construction until 1978. Homes built before 1978 should be assumed to contain lead paint until tested. Lead is most hazardous when sanded, ground, or heat-stripped — creating airborne lead dust.

Testing options: XRF testing by certified inspector ($300-$600). Wipe sampling with lab analysis ($50-$100 per sample). DIY kits available but less reliable.

Abatement: Encapsulation (paint over intact lead with approved encapsulant) vs full removal. Removal cost: $3,000-$15,000 depending on scope.

Asbestos-Containing Materials (ACM)

Common in Ontario pre-1980 construction: popcorn ceilings, vinyl floor tiles, pipe insulation, duct insulation, drywall joint compound, exterior transite siding, boiler/furnace insulation.

Ontario Regulation 278/05 requires an asbestos survey before any renovation or demolition that may disturb suspect materials. This is a legal requirement.

Type 1 work: Minor sampling/repairs — trained workers, minimal precautions.
Type 2 work: Moderate disturbance, non-friable — HEPA vacuum, wet methods, sealed disposal.
Type 3 work: Major disturbance or friable ACM — full containment, negative pressure, licensed abatement contractor mandatory.
