Always requires a permit:
- Structural alterations (wall removal, underpinning, new openings)
- Plumbing rough-in and drain relocations
- New electrical service/panel (ESA permit, separate from building permit)
- Additions and new construction
- Basement finishing (with electrical/plumbing)
- Change of use (e.g. single family to duplex)
- Deck construction meeting OBC thresholds (see deck guide)
Generally does NOT require a permit:
- Painting, flooring, cosmetic work
- Like-for-like appliance replacement
- Shingle replacement (not structural)
- Insulation additions not affecting structure
Permit application typically requires:
- Application form + site plan
- Architectural drawings (engineered for structural)
- Permit fee: $500-$5,000 for typical residential renos

Open permits must be closed before property sale. Unclosed permits show up in title searches, create lender issues, and must be resolved at your cost. Inspect for open permits on any property you are purchasing.
