The Department of National Defence announced on October 30, 2026 that it will hold a public engagement session in Iqaluit, Nunavut on Thursday, November 26, 2026, from 7:00 to 9:00 pm EST at the Iqaluit Cadet Hall, 944 Mivvik Street. The session will share information and answer questions about infrastructure planned for NORAD Modernization and Continental Defence at the Forward Operating Location in Iqaluit.
What is being built
NORAD modernization is a multi-decade, multi-billion-dollar program to upgrade continental defence: new radar systems (including over-the-horizon and early warning), satellite ground stations, forward operating locations, hangars, and support infrastructure across the Canadian North. Iqaluit is one of the key Forward Operating Locations, and the work there includes runway, apron, buildings, and utility infrastructure capable of supporting fighter operations and sustained deployments.
The construction significance
Northern defence construction is among the hardest construction in the world: short building seasons, permafrost and climate considerations, complete dependence on sealift or airlift for materials, and Inuit labour and business participation requirements under Nunavut agreements. Firms that master it build durable competitive advantage, and the capital flowing into the North over the next decade will rival any infrastructure program in the country.
For southern trades and suppliers, there are real opportunities in subcontracting, materials supply, and specialized work, but the barriers are serious: mobilization costs, bonding for remote work, and the discipline of planning everything around a sealift window that closes for the year.
Why the engagement session matters
DND is holding these sessions because northern defence infrastructure affects communities directly, and consultation with Indigenous communities is a stated condition of the modernization program. For anyone in the industry, the format is a model worth noting: infrastructure owners who show up in a community hall, present the plans, and take questions for two hours. That is what meaningful consultation looks like, and it is a standard more renovation contractors should adopt with clients: present the plan before the work starts.
Bottom line
On November 26 in Iqaluit, the public gets its look at the next phase of northern defence construction. The program behind it will be one of the biggest construction demand drivers in Canada for a decade.
