Garage door replacement is one of the more common spring and summer projects in GTA homes, and one where the quote-to-quote variance trips up most homeowners. A $1,200 quote and a $3,500 quote can be for the same door, same opening, same address. The difference is almost never about the door itself.
Do you need a permit?
For a like-for-like replacement (same size opening, same structural framing), the answer in most Ontario municipalities is no. The OBC treats it as maintenance, not construction.
Permit territory starts when the opening size changes. Widening a single to a double, cutting a new opening, or removing a load-bearing header triggers structural work that needs a permit, and in some municipalities a structural engineer’s letter on top of that.
The other common trigger is a garage conversion. If you’re infilling the door opening to convert the space to living area, that’s a change-of-use permit — different process, longer timeline.

Spring systems — and why the spring question matters first
The biggest misquoted scope item is the spring system, not the door.
Most residential garage doors run torsion springs: a single large coil mounted horizontally above the door on a metal tube. Some older homes (pre-2000 construction, lower-budget builder installs) use extension springs instead — two thinner coils running along the upper tracks on each side.
This matters because spring selection drives both labour cost and longevity.
Torsion springs are rated by cycle count. A residential-grade spring runs 10,000 to 15,000 cycles. High-cycle springs (25,000 to 30,000) cost more upfront but last two to three times longer. If you’re replacing a door in an active household (4+ open/close cycles per day), the spring cost difference is $50 to $150. The labour to return and replace a failed spring is $200 to $300. The math isn’t complicated.
Spring tension is set for door weight. When you upgrade from a non-insulated steel door to a fully insulated one, the existing springs may be under-tensioned for the new load — the opener motor picks up the slack, which accelerates wear and risks opener failure. A proper replacement scope adjusts the spring system for the new door weight, not the old one.
R-value and why it matters for attached garages
For a detached garage, R-value is about comfort and fuel cost if you heat the space. For an attached garage, which is most GTA subdivision homes, it’s about the OBC.
The Ontario Building Code requires any surface separating a heated space from an unconditioned space to meet minimum thermal resistance. An attached garage shares a wall with conditioned living space, and the door is the largest opening in that envelope. Most homes built before 2012 won’t meet OBC 9.36 requirements there — but a like-for-like replacement doesn’t trigger re-compliance. If you’re pulling a permit for any other reason, the new door needs to meet current standards.
Either way, specifying at least an R-12 or R-16 insulated door is a reasonable call. It reduces thermal transfer into the living space and cuts temperature swings in the garage itself (relevant if you store anything sensitive or use the space for work).
Steel with polystyrene fill is the entry-level insulated product. Polyurethane-injected panels give more R-value per inch and slightly better structural rigidity. The price difference on a double door is typically $200 to $400.
Opener compatibility with insulated doors
Insulated steel doors are heavier than the hollow-steel doors they replace. The track hardware, spring system, and opener are all rated for a weight range. If the existing opener is borderline-rated for the old door and the new one is 40 to 60 lbs heavier, it’s now undersized. A lot of contractors won’t tell you this — they install the door, leave the old opener, and you call for service 18 months later.
A complete quote specifies the new door weight, checks it against the opener’s rated capacity, and either confirms compatibility or includes an upgrade.

Track and hardware condition is the other thing contractors often omit. New doors on worn tracks create alignment problems and accelerate hardware wear. If the tracks are original from a 1990s or early 2000s build, replacing them alongside the door is cheaper than a service call when the rollers start jumping.
A complete scope covers: door (panel count, material, R-value, colour, window inserts if any), spring system (type, cycle rating, adjustment for new door weight), track and roller hardware, weatherstripping (bottom seal and top/side trim), opener (compatibility check or replacement), old door removal and disposal, and a first-operation alignment and balance test.
